I talked to a person who knows people responsible for fining. They have daily targets like sales targets and they achieve it easily. I also heard that state governments had deliberately told not to fine smokers till elections (That is what a paan waala told me).

For Ajay and company paying Rs 200 is another way of making news. Maybe some publicity stunt for a new movie.
